The Permit

When rogue Las Vegas police officers gun down a valuable covert-operations agent, they incur the wrath of Checkmate, a highly classified, off-the-books team of assassins that employs high-tech weapons to kill sleeper-cell terrorists. The murdered agent’s father, a former investigative reporter with close ties to the “black world,” launches his own asymmetric war against the killer-cops. If the father and Checkmate fail, America will explode in armed revolt, and thousands of good police officers and citizens will die.
